    • Appointed: 1899; From The Eccles and Patricroft Journal Friday 20 Oct 1899 - The Election … Irwell Ward James Irlam (C) 171, Trafford Rd, Eccles, builder; proposed by Henry Snape, seconded by Chas. Alf. Broderick: also by Adam Rawlinson and Wm. Gregory, Thomas Blackburn and Elizabeth Moore. Tuesday was the last day upon which nominations could be received by the Town Clerk. In the Irwell Ward Mr John Houldsworth is making good progress, and there should be no cause to fear he will not be triumphantly returned. Mr Irlam is no stranger to the district, but the well-known business aptitude of Mr Houldsworth will stand him in good stead…. Friday November 3rd 1899 James Irlam had been elected as the representative for Irwell, Eccles Borough Council. “Neither of the candidates in this ward had previously occupied seats upon the Council, though Mr James Irlam, the Conservative, made a gallant fight last year against Mr W. Pearson. He is a builder and contractor, resides in the Ward, and is well known” The other candidate, Mr John Houldsworth …. Resides in the Ward …. “ “A few days before the election, Mr Houldsworth’s committee issued a circular which set forth that the candidate had spent a lifetime in close connection with the Ward; the firm Houldsworth and Gibb, with which he has so long been connected, having provided employment for a very large number of the inhabitants. … Mr Houldsworth’s qualifications being character and attainments to perform his duty as a member of the Town Council. The rate payers were reminded of the necessity of keeping up the tone and character of the Council if the best municipal work is to be done. The circular also stated that he was not pledged to party, sect, or class. One of these circulars came into the hands of Mr Irlam’s agent on Wednesday morning, and he at once issued a counterblast, in which it was stated that Mr Houldsworth’s circular insinuated that Mr Irlam was not good enough to sit on the Council, and that they (Mr Houldsworth’s Committee) preferred a gentleman from Ellesmere Park, who was away for several months of the year, to represent them. It was pointed out that the firm Houldsworth and Gibb had closed their mill and taken the work to another district, but Mr Irlam was one of themselves, not only living in the ward but giving employment to those living in it. The statement that Mr Houldsworth “was not pledged to party, sect or class” was characterised as a deliberate attempt to deceive the electors. It was further stated that Mr Houldsworth is a Radical, adopted by the Radical Party, that the Chairman and Secretary are Radicals, that the Radical Registration Agent was conducting the election, and that Mrs Houldsworth is president of the Women’s Liberal Association.
